Perpugilliam "Peri" Brown is an American botany student from the 1980s who decided to join the Doctor on his travels during Planet of Fire. Recurring and Historical Characters

Whilst no actual historical characters are seen in this novel, Julius Caesar, the Roman leader who turned the Roman Republic into the Roman Empire, Mark Anthony (another prominent Roman leader of the period), Cleopatra (Queen of Egypt, descended from Greeks, who was a lover of both men), and Alexander the Great (Greek king who conquered most of the Middle East, going as far as the Indus Valley) are all quite important to the background of the society we see.
